Have you already constructed any of them? I'd like to see at different angles etc... from this single image it's hard for me to figure out what it's supposed to be much less to be able to answer whether it's ok or not..... Given that you wish to have 9 of them and my lack of being able to tell what it is through what you've provided.... i'm inclined to say it looks like it might fall within the large redstone machine category.
On a previous map I have constructed Tic Tac Toe before but using a different machine than pictured above. The concept is the same except I think this one is slimmer.

Don't build 100 of these... We consider the ammount of lag per area caused by redstone. Making 100 clocks in an area wouldn't be counted the same as making one clock, it would count as a very large, very laggy redstone build.
Build one of these on the server and then get a mod or higher to check it out. If it's approved, you can ask how many would then be allowed in one area and you'll be given a max number.
Just for clarification I was speaking in regards to the original ask of 9 in a tic tac toe style. 100 of them is an entirely different ask and would likely be prone to major server degradation. Like Gilmee, I'd highly advise against that. I took this as a request to reconstruct a revised tic tac toe game and after evaluating the world you had posted and looking at the revisions in the screenshot I deduced it would likely be ok with just what you asked. Basically a green light to construct but would still need evaluated later to ensure it's not a problem.
